Deaf man’s lawsuit justified

In response to “Deaf man shot with beanbags at traffic stop sues Modesto police“: As I read this article, I began to feel upset and sad toward what happened to Dan Tessien because of the lack of communication between him and the officers. Police should be trained to deal with all the types of communication difficulties they may encounter on the job, such as Tessien’s deafness.

As for Tessien suing the Modesto Police Department, he has every right to. Tessien was hurt because of the Police Department’s inadequate communication skills and therefore was taken down with brute force for no reason. I think everyone would want police officers to be able to communicate with everyone or least take a step into accomplishing that goal in the near future. Am I right?
